Budaya Inovasi yang Dipaksakan: Kritik atas Lomba Inovasi Pelayanan Publik

Artikel ini bertujuan mengkaji secara kritis praktik lomba inovasi pelayanan publik dan implikasinya terhadap pembentukan budaya inovasi dalam organisasi sektor publik. Penelitian ini menggunakan pendekatan narrative review dengan menelaah literatur internasional yang relevan mengenai inovasi sektor publik, budaya organisasi, dan mekanisme kompetisi dalam reformasi birokrasi. Hasil kajian menunjukkan bahwa orientasi berlebihan pada indikator kinerja, pemeringkatan, dan tuntutan institusional dalam lomba inovasi berpotensi menggeser inovasi dari proses pembelajaran organisasi menjadi artefak simbolik yang bersifat administratif. Praktik tersebut cenderung melemahkan motivasi intrinsik aparatur, membatasi kolaborasi lintas aktor, serta menghambat keberlanjutan inovasi dan transformasi birokrasi. Artikel ini menegaskan perlunya reorientasi kebijakan inovasi pelayanan publik dari pendekatan kompetitif menuju pendekatan yang menekankan penciptaan nilai publik, pembelajaran organisasi yang berkelanjutan, dan partisipasi masyarakat sebagai fondasi utama penguatan budaya inovasi di sektor publik
